Allows any Illinois county to establish a county board of election commissioners within the office of the county clerk through county board ordinance with county clerk approval or by voter referendum.

County board of election commissioners consists of 5 members: the county clerk serving as ex officio chairman with vote, plus 4 appointed commissioners (2 from the party with highest statewide gubernatorial vote, 2 from the party with second highest vote).

Initial appointees serve either 2-year or 4-year terms, with successors serving 4-year terms; the county chairman appoints commissioners from lists submitted by 5 elected officials of the opposing political party.

County board of election commissioners supersedes any existing municipal boards of election commissioners within municipalities located in that county, and supersedes Article 6A boards if the county previously adopted them.

Transferred county board of election commissioners assumes all functions, powers, duties, records, equipment, and appropriations related to elections from the county clerk, county board, or prior election boards.
