SB1596 Summary

• Changes the effective date for medication-assisted treatment coverage from July 1, 2015 to July 1, 2017, allowing utilization controls and prior authorization mandates consistent with American Society of Addiction Medicine guidelines rather than prohibiting them entirely.

• Permits opioid antagonists (including naloxone) prescribed for opioid overdose treatment to be subject to utilization controls or prior authorization mandates aligned with addiction medicine guidelines, rather than providing unrestricted coverage.

• Replaces prohibition on all utilization controls with allowance for controls consistent with the most current edition of American Society of Addiction Medicine's National Practice Guideline for medications treating addiction involving opioid use.
