Prohibits retail establishments from using or providing polyethylene or other non-compostable plastic film bags tinted green or brown for in-store bagging, carry-out bags, or home delivery starting January 1, 2018.

Requires compostable film bags provided by retail establishments be tinted green or brown, clearly labeled "COMPOSTABLE" following Federal Trade Commission Green Guides standards, and meet ASTM D6400 certification.

Bans labeling any film bags with terms like "biodegradable," "degradable," "decomposable," or similar language implying breakdown in landfills or other environments.

Exempts from requirements bags used for bulk items (produce, candy, hardware), frozen foods, flowers, prepared foods, prescription drugs, newspapers, laundry, and garbage or yard waste bags sold in packages.

Excludes food banks and food assistance programs from the definition of retail establishments subject to the act.
