SB1599 Summary

• Excludes sites or facilities that collect, separate, store, or convert post-use polymers into crude oil, fuels, or other valuable products using pyrolysis from the definition of "pollution control facility" under the Environmental Protection Act.

• Defines "post-use polymers" as polymers from household, community, or commercial activities that are processed through pyrolysis to manufacture crude oil, fuels, or other valuable products.

• Defines "pyrolysis" as a process heating post-use polymers in the absence of oxygen until they become vapors, then cooling and condensing them into crude oil or refined fuels and chemical products.

• Clarifies that municipal waste and fuel derived from municipal waste does not include post-use polymers converted through pyrolysis or non-hazardous secondary materials excluded from solid waste when used as fuel in accordance with federal standards.

• Limits home rule units' authority to regulate pyrolysis facilities processing post-use polymers to remain consistent with state law under Section 3.330; effective immediately upon enactment.
