Lowers the minimum age to apply for a Firearm Owner's Identification Card without parental consent from 21 years to 18 years of age.

Applicants between 18 and 21 years old must still meet all existing disqualification criteria, including having never been convicted of a misdemeanor (other than traffic offenses) or adjudged delinquent.

Changes the age requirement for religious exemption from the photograph requirement on FOID cards from 21 years to 18 years, and requires applicants seeking this exemption to provide an approved copy of IRS Form 4029.

Requires applicants under 18 years old to obtain written parental or guardian consent, and requires the parent/guardian to file an affidavit confirming they are not prohibited from possessing firearms.

Parents or legal guardians who provide written consent for firearm possession become liable for any damages resulting from the applicant's use of firearms or ammunition.
