Amends the Counties Code to clarify that county board decisions on zoning petitions and applications for special use, variance, rezoning, or zoning ordinance amendments are subject to de novo judicial review of the record as legislative decisions.

Establishes a 90-day statute of limitations for commencing judicial review actions challenging county zoning decisions.

Creates an exception for procedural matters at any stage of the zoning decision-making process, which remain subject to judicial review under the Administrative Review Law rather than de novo review.

Requires that substantive and procedural due process principles apply at all stages of zoning decision-making and review processes.
