Amends the Public Community College Act to redirect filing of board member nomination petitions from the secretary of the board of trustees to the county clerk or county board of election commissioners of the county where the community college board's principal office is located.

Requires nomination petitions to be signed by at least 50 voters or 10% of district voters, whichever is less, and filed with the appropriate county election official rather than the board secretary.

Updates petition forms and candidate notification procedures to reference the county clerk or board of election commissioners instead of the board secretary.

Removes provisions requiring a disinterested witness when the board secretary is an incumbent seeking reelection, as this duty transfers to county election officials.

Eliminates provisions for newly organized districts to file petitions with the regional superintendent, consolidating all nomination filings under county election administration.
