Amends Illinois Vehicle Code Section 11-501 to establish penalties for aggravated driving under the influence involving motor vehicles, snowmobiles, all-terrain vehicles, or watercraft.

Establishes a Class 2 felony with imprisonment of 4 to 20 years for aggravated DUI violations resulting in one person's death and great bodily harm or permanent disability or disfigurement of one or more persons.

Maintains existing DUI penalty structure for basic violations (Class A misdemeanor) with enhanced penalties for repeat offenders, high blood alcohol content (0.16 or more), transporting minors under 16, or driving with suspended/revoked license.

Establishes felony classifications for aggravated DUI based on circumstances including third or subsequent violations (Class 2 felony), fourth violations (Class 2 felony), fifth violations (Class 1 felony), and sixth or subsequent violations (Class X felony).

Mandates minimum fines ranging from $1,000 to $25,000 and community service hours (25 to 480 hours) depending on violation severity and whether minors were being transported.
