SB1617 Summary

• Amends Section 16-115D of the Public Utilities Act to modify renewable energy portfolio requirements for alternative retail electric suppliers and utilities operating outside their service territories.

• Removes requirement that alternative retail electric suppliers make unpaid alternative compliance payments for periods through May 31, 2019.

• Requires alternative retail electric suppliers and electric utilities operating outside their service territory to submit compliance reports by September 1, 2020 for the period January 1, 2019 through May 31, 2019.

• Removes language requiring alternative retail electric suppliers to certify in annual reports that customers are not paying for alternative compliance payments or renewable energy resources they are not required to purchase.

• Takes effect upon becoming law or when provisions of Public Act 99-906 amending Section 16-115D take effect, whichever is later.
