Requires the Department of Human Services to conduct and regularly update a study on the early childhood workforce at least once every 3 years.

Study must describe the professional development system for early childhood providers, workforce characteristics, and determine compensation levels sufficient to attract and retain high-quality child care providers.

Study must recommend ways to create accessible career advancement pathways, estimate costs of training and professional development, and identify how provider payment rates can achieve the determined compensation levels.

Department shall conduct the study through a cost of quality study or survey required under the Child Care and Development Block Grant Act of 1990 and use the information to set base payment rates.
