IL SB1620

Establishes a goal that at least 3% of total state contract dollars be awarded to service-disabled veteran-owned small businesses (SDVOSB) and veteran-owned small businesses (VOSB).

Certifications of SDVOSB and VOSB are exclusive state powers, and home rule units are prohibited from certifying these businesses.

Requires state agencies to report annually to the Department of Central Management Services on the number of VOSB and SDVOSB that bid for and entered into state contracts.

Authorizes chief procurement officers to suspend persons who commit violations of procurement fraud statutes related to veteran business certifications for at least 3 years, and revoke certifications for at least 5 years on subsequent violations.

Takes effect immediately upon becoming law.
