IL SB1648

Amends the Environmental Protection Act to exempt Exceptional Quality biosolids from regulation as sludge or waste when specific requirements are met.

Requires sewage treatment plants to maintain documentation for 5 years demonstrating that biosolids meet federal ceiling concentration limits, Class A pathogen requirements, and vector attraction reduction requirements under 40 CFR 503.

Prohibits application of non-bagged Exceptional Quality biosolids to snow-covered or frozen ground and requires use on agricultural land to follow recommended application rates and best management practices for water quality protection.

Requires persons importing Exceptional Quality biosolids from other states to maintain the same federal compliance documentation for 5 years and report the quantity imported annually to the Agency.

Defines "bagged" biosolids as those contained in receptacles with capacity of one metric ton or less, such as bags, buckets, boxes, or trailers, which are excluded from these application restrictions.
