Prohibits sanitary landfills within 25 miles of an eligible shingle recycling facility from accepting loads of whole or processed asphalt roofing shingles for disposal.

Defines "eligible shingle recycling facility" as a site that: (1) is approved for asphalt shingle recycling under a Beneficial Use Determination (BUD); (2) complies with BUD provisions; (3) accepts shingles from multiple sources; and (4) is actively accepting shingles for recycling.

Allows sanitary landfills to continue accepting asphalt roofing shingles that are commingled with municipal waste, including construction or demolition debris.

Requires the Agency to post the name and address of each eligible shingle recycling facility on its website.

Removes the February 1, 2018 repeal date for provisions concerning asphalt roofing shingle disposal, making them permanent.
