Requires each State agency to report to the State Comptroller the aggregate dollar amount of all current liabilities being held and an estimate of interest penalties accrued under the State Prompt Payment Act.

Reports must be submitted in a time and form prescribed by the State Comptroller.

State Comptroller must post reported amounts on a public-facing website as soon as possible after receiving reports from State agencies.

Removes previous requirement for agencies to report bills held as of June 30 each year by October 1.

Applies to all executive branch agencies, boards, commissions, universities, and authorities created by the Constitution or statute, excluding legislative and judicial branch entities.
