Amends the Illinois Public Aid Code to require managed care organizations to secure placement or transfer of medical assistance enrollees within 24 hours of receiving hospital discharge notification from an attending physician.

Obligates managed care organizations to reimburse hospitals for each additional inpatient day beyond the designated discharge date at a rate no less than the effective per day rate for the initial inpatient stay if placement is not secured within 24 hours.

Reimbursement obligation is in addition to any payments the managed care organization is already responsible for through the designated discharge date.

Takes effect July 1, 2017.
