Amends the Video Gaming Act to permit licensed motorsports parks to operate up to 200 video gaming terminals, compared to the 5-terminal limit for other establishments.

Defines a "licensed motorsports park" as a facility in a county with population of 500,000 or less, located within 5 miles of 3 interstate highways, with seating capacity for 50,000 or more people for motorsports events.

Requires motorsports parks to have a written use agreement with a terminal operator for terminal placement and subjects them to the same licensing, location restrictions, and gaming regulations as other licensed establishments.

Establishes an annual license fee of $5,000 for licensed motorsports parks and requires them to maintain a valid liquor license to operate video gaming terminals.

Makes conforming changes throughout the Video Gaming Act to include licensed motorsports parks in definitions, licensing requirements, tax provisions, and operational rules alongside other licensed gaming establishments.
