Non-home rule municipalities may adopt crime-free rental housing ordinances to reduce crime, drugs, and gang-related activities in residential areas, enforced by municipal police or employees.

Ordinances may require property owners to obtain valid residential rental licenses, submit to public safety inspections, attend crime prevention training, and conduct background checks on prospective or renewing tenants.

Leases must include provisions prohibiting tenants, family members, and guests from engaging in criminal or quasi-criminal activity, with violations permitting landlords to initiate eviction proceedings.

Ordinance provisions cannot be waived or modified in any lease or separate agreement, and periodic property inspections must be permitted to ensure compliance with applicable laws.

Ordinances do not apply to state or federally licensed or inspected facilities, but do apply to mobile home parks; act takes effect immediately upon becoming law.
