Amends the Firearm Owners Identification Card Act to expand the definition of "handgun" in the preemption provision to include all handgun components and accessories.

Establishes state preemption over municipal regulation of handguns, handgun ammunition, and firearm transportation for valid Firearm Owner's Identification Card holders.

Declares that handgun regulation, licensing, possession, and registration are exclusive state powers and functions, invalidating inconsistent municipal ordinances.

Maintains state exclusive authority over assault weapons regulation, allowing municipalities to enact or amend assault weapons ordinances only within 10 days of the law's effective date.

Takes effect immediately upon becoming law.
