Establishes the Impact of Crime-related Violence on Public Health Research Center administered by the University of Illinois Board of Trustees to conduct research on crime-related violence prevention and its public health impacts.

Center shall conduct basic, translational, and transformative research including effectiveness of existing laws and policies to reduce crime-related violence, criminal misuse of weapons, and crime prevention programs.

Requires center to work with General Assembly and state agencies to identify, implement, and evaluate innovative crime-related violence prevention policies and programs.

Creates the Impact of Crime-related Violence on Public Health Research Center Fund as a special state treasury fund supported by fees, gifts, grants, and donations to support center research and activities.

Center shall administer a small grants program for crime-related violence research awarded through competitive peer review process modeled on National Institutes of Health procedures, with equal access for all qualified investigators regardless of institutional affiliation.
