Authorizes transfers totaling $9,000,000 from 11 designated special funds into the Commitment to Human Services Fund through the end of fiscal year 2017.

Transfers include $1,000,000 each from Death Penalty Abolition Fund, Statewide 911 Fund, Public Health Special State Projects Fund, Solid Waste Management Fund, Trauma Center Fund, Used Tire Management Fund, and Violent Crime Victims Assistance Fund.

Transfers include $500,000 each from Lobbyist Registration Fund, Motor Vehicle Theft Prevention Fund, Vehicle Inspection Fund, and Illinois Power Agency Renewable Energy Fund.

Allows the State Treasurer and Comptroller to transfer funds back from the Commitment to Human Services Fund to receiving special funds when they have insufficient cash to cover appropriated expenditures.

Restricts the purpose of all transfers to funding domestic violence programs administered by the Department of Human Services through fiscal year 2017, effective immediately upon enactment.
