IL SB1686

Amends the Fire Protection District Act to exempt contracts with companies providing services of individuals with high degree of professional skill from competitive bidding requirements when the individual's ability or fitness is an important part of the contract.

Maintains existing $20,000 expenditure threshold for competitive bidding requirements on contracts for supplies, materials, or work.

Preserves existing exemptions from competitive bidding for contracts including professional services, printing, equipment maintenance, data processing, utility services, and emergency expenditures approved by 3/4 board vote.

Requires contracts over $20,000 to be advertised at least 10 days in advance in a daily newspaper, with sealed bids opened publicly and bidders given at least 3 days notice of bid opening.

Takes effect immediately upon becoming law.
