Reduces appropriations from the Commitment to Human Services Fund for funeral and burial expenses from $8,775,000 to $575,000.

Appropriates $8,200,000 from the Personal Property Tax Replacement Fund for funeral and burial expenses under Articles III, IV, and V, including prior year costs.

Appropriates $18,200,000 from the Commitment to Human Services Fund to the Department of Human Services for costs associated with the Domestic Violence Shelters and Services Program.

Amends Public Act 99-524 to make these supplemental appropriations and updates Article 998 to designate Articles 75 through 227 as fiscal year 2017 appropriations.

Becomes effective upon passage.
