Creates the Illinois Muslim American Advisory Council with 21 members to advise the Governor and General Assembly on policy issues affecting Muslim Americans and immigrants.

Council membership consists of one Governor's office representative, four public members each appointed by the Governor, President of the Senate, Speaker of the House, and both Minority Leaders, with the Governor selecting the chairperson.

Establishes ex-officio membership for deputies from the Department of Commerce and Economic Opportunity and Department of Human Services, plus liaisons from eight additional state agencies and boards.

Requires Council to meet monthly, hold up to two annual public hearings, and issue semi-annual policy recommendations on June 30th and December 31st each year.

Directs the Office of the Governor to provide administrative and technical support, including an ethics officer, with member appointments prioritizing diversity in race, ethnicity, age, gender, and geography.
