IL SB1703

Amends the Public Utilities Act to create a waste-to-energy electric generation program encouraging renewable energy from wastewater treatment plants.

Requires all investor-owned public utilities to file standard tariffs with the Illinois Commerce Commission for purchasing electricity from eligible waste-to-energy generation facilities with capacity not exceeding 3 megawatts.

Limits each utility territory to a maximum of 2 standard tariffs and establishes payment terms of 10, 15, or 20 years at market prices determined by the Commission.

Payment rates must include all current and anticipated environmental compliance costs, including greenhouse gas mitigation and air pollution offsets.

Requires utilities to complete tariff filings within 12 months and directs the Commission to adopt necessary rules to implement the program.
