Secretary of Human Services must seek a waiver from the U.S. Department of Agriculture within 6 months to allow photo identification on the face of LINK cards issued to SNAP and cash assistance recipients.

Department of Human Services must provide the General Assembly with good faith cost estimates for three implementation options: replacing all valid cards immediately, phasing in new cards under current vendor contract, or implementing new cards through future request for proposals.

Department must suggest a process to the General Assembly within 6 months that allows caregivers to use a recipient's LINK card on the recipient's behalf under the photo identification waiver.

Implementation of the photo identification requirement is contingent on the General Assembly passing legislation after reviewing the Department's cost estimates and caregiver process recommendations.
