SB1712 Summary

• Removes requirement that third-party contractors for non-instructional school services provide employee benefits comparable to school board employees performing those services.

• Allows school boards to adopt policies excusing students from physical education courses for additional reasons including participation in fitness activities, academic reasons, and participation in adaptive athletic programs outside school, subject to public hearing requirement.

• Permits school districts to contract with commercial driver training schools to provide driver education courses (classroom and/or behind-the-wheel instruction) without requiring State Board of Education waiver or modification, provided a public hearing is held prior to entering into contract.

• Requires school districts contracting with commercial driver training schools to verify the school holds proper licensing and instructors hold valid teaching licenses, with notification to State Board of Education of any personnel changes within 15 calendar days.

• Requires school district websites to post final driver education contracts and maintain records available to parents upon request, with personally identifying information redacted per Driver's Privacy Protection Act.
