Amends the Wildlife Code to require the Director of the Department of Natural Resources to establish an open season for taking deer with shotgun, handgun, or muzzleloading rifle that is at least 10 consecutive days.

Maintains the existing maximum firearm deer season length of not more than 14 days, set annually between November 1st and December 31st.

Preserves existing provisions allowing bow and arrow hunting during a separate season from September 1st to January 31st, and a special youth-only season between September 1 and October 31.

Specifies that legal centerfire handguns must be .30 caliber or larger with a minimum 4-inch barrel and capable of at least 500 foot pounds of energy at the muzzle; full metal jacket bullets are prohibited.

Authorizes the Department to establish separate harvest periods for disease management and surplus deer removal during September 1st to February 15th, with unused gun permits rollable for use within 6 months at no additional cost.
