SB1722 Summary - Safe Neighborhoods Reform Act

• Establishes a Violent Crime Intelligence Task Force led by the Department of State Police to combat gun violence, gun-trafficking, and violent crime through data-driven policing and intelligence development.

• Modifies criminal records reporting requirements to mandate law enforcement, courts, and correctional agencies submit arrest, charge, and disposition information to the Department of State Police within 30 days.

• Creates new sentencing guidelines for individuals with prior felony firearm-related convictions: 7-14 years for unlawful firearm possession by felons and 6-7 years for aggravated unlawful firearm use (effective through December 31, 2022).

• Establishes pilot diversion programs for first-time non-violent offenders: the First Time Weapon Offender Program for young adults under 21 with firearm offenses and the Second Chance Probation program for low-level drug and property offenses (both expire January 1, 2023).

• Reduces school-zone drug delivery penalties from 1,000 feet to 500 feet radius and modifies discharge/dismissal provisions to allow only one probation dismissal within a 4-year period for drug and cannabis possession offenses.
