Amends the Illinois Procurement Code to add definitions and procedures for "proof of concept requests"

Defines "proof of concept request" as a process where a purchasing agency requests tailored solutions from vendors before initiating formal procurement, with optional small-scale demonstrations

Authorizes the Department of Innovation and Technology to initiate proof of concept requests to gather information for future procurements

Allows information from proof of concept requests to inform future requests for proposals, invitations for bids, sole source procurements, or other procurements under the Illinois Procurement Code

Grants the Department of Innovation and Technology authority to adopt rules implementing these proof of concept provisions
