IL SB1743

Amends the Illinois Procurement Code Section 20-60 to allow the Department of Innovation and Technology to lease dark fiber networks for up to 20 years, exceeding the standard 10-year contract limit.

Defines "dark fiber network" as fiber optic cables laid but currently unused by a third party that are leased for use as network infrastructure.

Dark fiber network leases remain subject to all other Illinois Procurement Code provisions, including publication of solicitations, standard contracting terms, and vendor certifications.

Modifies the reference in subsection (a) to include the new dark fiber exception alongside existing exceptions to the standard contract duration limits.
