Expands flag display requirements to include deaths during on-duty training for active military duty, in addition to deaths by hostile fire, in the line of duty for law enforcement officers, firefighters, and EMS crew members.

Allows any State or federal entity, agency, or person to notify the Governor of a military member's death by hostile fire, not solely the Department of Veterans' Affairs.

Requires flags to be displayed at half-staff on the funeral day and the 2 days preceding it for eligible deaths.

Specifies that the Department of State Police, Office of the State Fire Marshal, and Department of Public Health notify the Governor of deaths of law enforcement officers, firefighters, and EMS members respectively.

Exempts State facilities from compliance if the flag display requirements cannot be met without physical modifications to the facility.
