IL SB1759

Amends the Sex Offender Registration Act to expand the definition of "sex offender" and clarify registration requirements for individuals convicted of sex offenses, including those found not guilty by reason of insanity.

Requires sex offenders to provide detailed registration information including current address, employment, telephone numbers (including cellular), email addresses, instant messaging identities, Internet URLs, and IP addresses for certain offenders.

Establishes that a Department of Corrections issued identification card, in addition to other government-issued identification, is sufficient for photo identification purposes during registration.

Clarifies that sex offenders released from custody and placed in hospitals, nursing homes, or other in-patient facilities as a condition of supervised release, probation, or conditional discharge must register those addresses as fixed residences.

Modifies registration language from "report to" to "register with" law enforcement agencies and requires registration notifications for sexually dangerous or sexually violent persons every 90 days and other registrants annually.
