Establishes a continuing appropriation beginning July 1, 2017 ensuring aggregate state funding for State's Attorneys, Assistant State's Attorneys, county supervisors of assessments, and public defenders is no less than the prior fiscal year.

Removes "subject to appropriation" language from the Property Tax Code and Counties Code, making the state portion of these officials' salaries no longer subject to annual appropriation.

Specifies that state salary portions for these officials are governed by Section 50-40 of the State Budget Law, which constitutes a continuing appropriation of all necessary amounts if appropriations prove insufficient.

Allows the General Assembly to appropriate lesser amounts only through new legislation, preventing unilateral salary reductions through budget mechanisms.

Makes conforming changes to the State Revenue Sharing Act to align with the new continuing appropriation structure.
