SB1789 Summary

• Amends the Military Leave of Absence Act to make a technical change regarding state employee leave for active military service.

• Full-time employees of the State of Illinois, local government units, public institutions of higher education, and school districts who are members of U.S. Armed Forces reserve components or Illinois State Militia are granted leave for military service including basic training, special training, annual training, and other required military duty.

• During annual training leave, employees continue receiving regular public employment compensation; during basic training and up to 60 days of special training, employees receive regular compensation minus their military base pay if military pay is lower.

• Employees mobilized to active duty with the Illinois National Guard, U.S. Armed Forces reserves, or Illinois State Militia continue receiving state benefits and regular compensation minus their military active duty base pay.

• The Department of Central Management Services and State Comptroller must coordinate to develop implementation procedures for calculating compensation offsets under the amended law.
