Adds veterans of U.S. armed forces as a consideration factor when the Riverboat Gambling Act Board grants owners licenses, alongside existing diversity criteria for minority persons, females, and persons with disabilities.

Requires the Board to establish goals for owners licensees to award contracts to veteran-owned businesses as a percentage of total contract dollars, with exemptions for unavailable suppliers, limited licensed suppliers, parent company-owned suppliers, and publicly traded companies.

Mandates owners licensees file annual reports documenting veteran-owned business utilization and self-evaluate efforts to meet veteran contracting goals.

Authorizes the Board to grant waivers from veteran contracting requirements when licensees demonstrate good faith compliance efforts, and to recommend remedies and additional opportunities for veteran-owned business participation if goals are not met.

Changes the Board's annual reporting deadline from March 1 to May 31 each year for detailing achievement toward minority, female, disability, and veteran-owned business contracting goals over the prior three fiscal years.
