Amends Section 3-15.12 of the Illinois School Code to allow Peoria Public School District 150 to contract with third parties to provide high school equivalency testing programs.

Maintains existing provisions requiring regional superintendents to make high school equivalency testing available to qualified individuals, with fees established by the Illinois Community College Board.

Preserves eligibility criteria for applicants including being at least 17 years old, maintaining Illinois residence, not being a high school graduate, or meeting alternative education program requirements.

Establishes fee waivers for homeless youth under 25 years old who have completed an approved preparation course and are testing at designated centers.

Takes effect immediately upon becoming law.
