Establishes definitions for "telehealth" and "health care professional," including physicians, physician assistants, optometrists, advanced practice nurses, clinical psychologists, and mental health professionals authorized by Illinois law

Requires health care professionals treating patients in Illinois through telehealth to be licensed or authorized to practice in Illinois

Permits health care professionals to engage in telehealth practice within their scope of practice and consistent with standards of care for in-person services, without expanding their scope or authorizing new service delivery settings

Amends the Medical Practice Act to allow telemedicine practice by persons in different locations than patients, rather than restricting practice to out-of-state providers only

Adds exceptions to telemedicine regulation for periodic consultations with out-of-state providers, second opinions, follow-up care after treatment in another state, and services provided to existing patients while traveling
