IL SB1815

Amends the Alcoholism and Other Drug Abuse and Dependency Act to establish a Drug Overdose Prevention Program requiring the Director of the Division of Alcoholism and Substance Abuse to publish annual reports on drug overdose trends and death rates statewide.

Allows the Director to establish programs for prescribing and distributing opioid antagonists (naloxone) to patients at risk of overdose and to persons who may assist others during an overdose emergency after receiving basic instruction.

Grants civil liability immunity to health care professionals and EMS Medical Directors who prescribe opioid antagonists in good faith, except for willful and wanton misconduct, and protects them from disciplinary action under professional licensing statutes.

Provides civil and criminal liability immunity to unlicensed persons who administer opioid antagonists in good faith during an emergency, except for willful and wanton misconduct.

Requires state and local government agencies employing law enforcement or fire personnel to possess opioid antagonists and establish policies for their acquisition, storage, and administration, with similar requirements for ambulance services and emergency medical vehicles.
