Requires all entities providing prescription drug coverage to allow prorated daily cost-sharing rates for prescriptions dispensed in less than 30-day supplies when medically appropriate or for medication synchronization purposes.

Prohibits entities from denying coverage for drugs prescribed to treat chronic illnesses when dispensed according to a synchronization plan agreed upon by the insured, prescriber, and pharmacist.

Establishes strict audit standards for pharmacy records including 30-day advance notice, 4-hour maximum duration, 100 unique prescriptions per initial audit, and one on-site audit per pharmacy annually, with prohibition of extrapolation in calculating recoupments.

Requires dispensing fees to be based solely on the total number of prescriptions dispensed, not prorated by days' supply, and prohibits auditors from basing compensation on percentage of amounts recovered.

Authorizes the Department of Insurance and Director to enforce provisions and impose financial penalties of at least $1,000 per violation, with effectiveness date of January 1, 2018.
