Amends Section 2-101 of the Public Utilities Act concerning the Illinois Commerce Commission.

Makes a technical grammatical change by removing a redundant article "the" in the section describing Commission membership composition.

Illinois Commerce Commission consists of 5 members with no more than 3 from the same political party at time of appointment.

Governor appoints members with Senate advice and consent; members serve 5-year terms beginning the third Monday in January.

Four members constitute a quorum when no vacancy exists; otherwise a majority of remaining members constitutes a quorum.
