SB1865 - Credit for Prior Learning Act

• Establishes definitions and procedures for public universities and community colleges to award credit for prior learning based on documented life experiences, employment, training, and skills mastered outside traditional academic settings.

• Requires public universities to submit their credit for prior learning policies and procedures to the Board of Higher Education, including types of acceptable documentation and date ranges for prior learning eligibility.

• Requires community colleges to submit their credit for prior learning policies and procedures to the Illinois Community College Board, including types of acceptable documentation and date ranges for prior learning eligibility.

• Directs the Board of Higher Education and Illinois Community College Board to adopt rules permitting their respective institutions to award credit for prior learning when assessment demonstrates achievement of all terminal objectives for specific courses.

• Aims to reduce college costs, accelerate degree completion, facilitate transitions for non-traditional students, and improve degree attainment for underserved student populations.
