Creates the Language Access to Government Services Task Force to study and reduce language barriers for limited English proficient Illinois residents, who number over 1.1 million and represent nearly 10% of the state's population.

Task Force composed of 20 members including legislators, state agency representatives, and appointees from immigrant advocacy organizations; members serve without compensation and must hold first meeting by September 1, 2017.

Task Force duties include reviewing language access laws in other jurisdictions, evaluating their effectiveness, and producing a final report with recommendations for a state language access law by July 1, 2018.

Amends the Legislative Information System Act to require the General Assembly website to include a free translation tool enabling translation into multiple languages within one year, covering homepage, member information, committee details, bill status, and Capitol contact information.

Act is repealed on December 31, 2018; translation tool disclaimer must state that English version is the official and authoritative version.
