Amends Section 45-10 of the Illinois Procurement Code regarding resident bidder and offeror preferences.

Makes a technical correction by removing duplicate language ("the") in subsection (a) concerning the awarding of contracts to the lowest responsible bidder.

Maintains existing provisions allowing resident bidders preference equal to preferences given by non-resident bidders' home states.

Preserves authority for purchasing agencies to require Illinois labor and manufacturing locations when only non-resident bidders are submitting bids.

Clarifies that resident bidder preferences do not apply to contracts involving federal funds when such preferences would conflict with federal law or regulations.
