Adds Section 3.88 to the Emergency Medical Services (EMS) Systems Act regarding volunteer emergency medical services teams and volunteer rescue squads.

Prohibits licensed volunteer EMS teams or rescue squads from being required to transfer patients to private vehicle service providers unless the patient requires care (such as advanced life support) the volunteer team cannot provide, or unforeseen circumstances (equipment failure, vehicle accident, or malfunction) prevent completion of transport.

Limits payments volunteer EMS teams or rescue squads must make to private vehicle service providers to only the amount collected from the State's Medical Assistance Program under Section 5-4.2 of the Illinois Public Aid Code or reimbursed by private insurers for ambulance services.
