Amends the Volunteer Emergency Worker Job Protection Act to prohibit employers from disciplining employees who are volunteer emergency workers for responding to emergency phone calls or text messages during work hours requesting their volunteer services

Exempts employees of public or private vehicle service providers who are performing Emergency Medical Services (EMS) personnel duties from the new protection against discipline

Preserves employer's written workplace policies, collective bargaining agreements, administrative guidelines, and existing cell phone use policies, which prevail and control over the new provision

Maintains existing protections allowing employers to charge time lost to emergency response against employee pay and to request written verification from volunteer emergency supervisors

Requires volunteer emergency worker employees to make reasonable effort to notify their employer when they may be absent or late due to emergency response
