IL SB1903

Amends the Humane Care for Animals Act to expand protections from dogs and cats specifically to all companion animals regarding exposure to extreme temperatures.

Prohibits owners from exposing companion animals in a manner that places them in life-threatening situations for prolonged periods in extreme heat or cold conditions.

Makes violation unlawful when exposure results in injury, death, hypothermia, hyperthermia, frostbite, or similar conditions as diagnosed by a veterinarian.

Establishes that violation is a Class A misdemeanor, with second or subsequent convictions being a Class 4 felony; juveniles and animal hoarders convicted must undergo mandatory psychological or psychiatric evaluation and treatment.

Allows emergency impoundment of animals in life-threatening situations without prohibiting such action under existing law.
