Amends the Liquor Control Act of 1934 by making a technical change to Section 6-16.1 concerning enforcement actions.

Requires licensees to provide written notice at least 14 days before sting operations or enforcement actions targeting underage alcohol sales, unless a municipality or county sets a shorter period by ordinance.

Notice for sting operations or enforcement actions remains valid for 60 days from the date provided, unless a local governing body establishes a shorter period by ordinance.

Mandates local liquor control commissions and units of local government to establish policies and standards for alcohol and tobacco compliance operations, except home rule units with more than 2,000,000 inhabitants.

Requires the Illinois Law Enforcement Training Standards Board to develop model policies and guidelines for alcohol and tobacco compliance checks and establish minimum training standards for supervising officers.
