Within 48 hours after the Governor's budget address, the Governor's Office of Management and Budget must file the entire budget (except budget implementation) as a single appropriations bill with the President of the Senate, Speaker of the House, and both Minority Leaders.

The Legislative Reference Bureau must prepare the appropriations bill containing the budget.

Within 60 days of enactment, the Governor's Office of Management and Budget shall publish the complete state budget to its website in comma-separated value (.csv), Excel (.xcl), or comparable format.

The bill takes effect immediately upon becoming law.
