Increases the legal limit of hypodermic syringes or needles that a person at least 18 years old may purchase from a pharmacy and possess from 20 to 100 units.

Allows pharmacists to sell up to 100 sterile hypodermic syringes or needles to persons at least 18 years of age, with syringes stored securely at the pharmacy and accessible only to pharmacists and designated persons.

Removes requirement for the Illinois Department of Public Health to develop and distribute educational materials about safer injection, HIV prevention, and drug treatment, replacing it with a requirement to create disposal guidelines consistent with EPA standards.

Expands the definition of authorized prescribers from "licensed physician" to include other allied medical practitioners authorized to prescribe controlled substances or cannabis.

Permits prescribers to authorize patients to obtain hypodermic instruments through written, oral, or electronic prescriptions or orders, and allows refilling through similar methods.
