Amends the State Historical Library Act to modify the newspaper preservation program within the Lincoln Presidential Library

Changes preservation method from microphotography to preservation "in accordance with industry standards," removing specific microphotography requirements

Authorizes the State Historian or designee to arrange access to past newspaper edition files with editors and publishers

Allows public access to preserved newspaper editions upon payment of a fee determined by the State Historian equal to the cost of granting access

Takes effect upon becoming law
